Job Title: Health, Safety, and Environment (HSE) Officer

Responsibilities
We seek a Quality surveyor who can deliver on the following:
- Ensure that employees have proper safety training and are aware of hazards in their work environment.
- Conduct regular risk assessments and inspections to ensure compliance with relevant health and safety regulations and industry standards.
- Develop and implement health and safety management systems to identify and control hazards, mitigate risks, and promote a safe working environment on construction sites
- Inform workers of potential hazards and implement measures to mitigate risks.
- Investigate accidents, incidents, near misses, and environmental breaches to identify root causes and develop strategies to prevent their recurrence.
- Write reports detailing accident investigations and conclusions to inform future safety measures.
- Conduct regular health, safety, and environmental audits and inspections of construction sites to identify deficiencies, hazards, and non-compliance.
- Develop and deliver training programs to promote health, safety, and environmental awareness among construction workers, contractors, and management.
- Develop and implement emergency response plans, including evacuation procedures, first aid protocols, and communication systems.
- Collaborate with relevant stakeholders to ensure emergency preparedness and effectively coordinate response efforts.
- Ensure that safety equipment, signage, and environmental controls are in place and functional.
- Inspect, identify, and assist in correcting unsafe conditions, ensuring safety procedures are followed, and reporting workplace incidents.
- Maintain accurate and up-to-date records related to health, safety, and environmental performance, including training records, inspection reports, incident documentation, and permits.
Education and Experience

- Bachelor’s Degree in Health Science, Public Health Engineering, and relevant field.
- 2 – 3 years of experience in Health Safety and Environment Officer, or similar role.
- HSE qualification such as NEBOSH (National Examination Board in Occupational Safety and Health) general certificate or an equivalent.
- Certification in first aid and CPR (Cardiopulmonary Resuscitation) is added advantage.
Required Competencies:

- Strong written and verbal communication skills.
- Proven leadership and management ability.
