Background
- The main purpose of the position of Localization Specialist/ Organisational Development expert is to systematically build up the organizational capacity civil society organizations and networks in Nigeria, to build up strong local civil society able to define their agenda and deliver quality humanitarian and development projects relevant to the needs of affected people.
- The Localization Specialist/ Organizational Development expert will work in close collaboration with M&E, finance management and GBV/AAP experts, ensuring a holistic approach to address organizational and programmatic needs.
- Localisation experts are responsible for the achievement of NORCAP’s localisation strategy in their countries of deployment.
- This includes organisational capacity strengthening of NORCAP Local and National Actor partners in governance and other areas; supporting the participation of Local and National in coordination and decision making structures; encouraging country structures to adopt a more systematic and coordinated approach to localisation and ensuring NORCAP plays a relevant and leading role within this area.

Qualifications, Experience and Skills
- Master’s Degree and/or equivalent work experience and skills, particularly in the engaging and working with civil society groups in different countries and contexts.
- Minimum of 10 years of relevant experience within the humanitarian, development, or peacebuilding sectors within national/international NGOs, UN bodies or Government institutions.
- Seven years (cumulative experience) in some or all of the following: localisation, coordination, community engagement, partnership/partner brokering, civil society (or local/national authority) capacity strengthening, organisational development is mandatory
- Documented results within organisational development within a humanitarian or development organisation.
- Experience from strategy work, fundraising, project management or advocacy.
- Demonstrable professional knowledge of the humanitarian / development / peacebuilding sectors at both policy and operational level and results related to the post’s responsibilities.
- Demonstrable experience with planning, initiating, implementing, and managing projects in the relevant sector.
Health Experience:
- NORCAP is also looking to potentially work with health partners on localisation. Therefore, candidates with a background in health are also encouraged to apply.
Desirable Health Experience:
- An advanced university degree (Master’s level or above) in Public Health, Medicine or International Health or related fields.
- Relevant experience at the national and/or international level, demonstrated engagement and knowledge of the health cluster

Language Requirements:
- Fluency and proficient writing skills in English for all countries
- French fluency or working knowledge is strongly desired.
