Basic Function
- The Senior TQLA Specialist Systems Strengthening will lead FHI 360 technical assistance in the downstream commodity management and systems strengthening to ensure commodities are deployed for the purpose meant for and not compromised.
- Procurement and supply chain management for commodities are very essential components of the eMTCT scale-up plan implementation.
- The support shall be extended to the six regional/axial warehouses to ensure the adequacy of stocks for program use at all times.
- Where needed, warehouse managers shall be supported to manage and maintain an adequate pipeline of required commodities.

- Strengthen data management platforms such as Nigeria Health Logistics Management Information System (NHLMIS) to increase appetite for use of data to guide implementation direction for overall performance improvement.
- Support the six warehouses, NASCP and SASCPs to have a strong hold on commodity availability and security.
- Strengthen the warehouses, bulk stores and health facility level documentation, forecasting, quantification, ordering (to avoid understock/overstock, expires or wastes), last mile distribution and good storage practices in accordance with generally accepted practices (goods receipt and dispatch records, bulk and dispensing stores, store on racks, first expiry first out, appropriate temperature, fire safety storage and security practices, use of bin cards, recording and reporting, etc).
- Support NASCP PSM unit and state LMCU in commodity logistics management information systems.
- Support NASCP and SASCP in data reporting, review, analysis, synthesis, visualization, presentation/dialogues at performance review and other for a to promote data utilization for decision making.
- Provide technical assistance and support triangulation of service data with commodities utilization data to identify leakages, thefts, and wastages.
- Strengthen capacity of GoN staff at national and state levels to identify excess supplies early and mentor them to use data to redistribute to sites with sub-optimal quantities.
- Strengthen capacity of facilities and teams in the management (including packaging, isolation, recording and reporting, etc) and reverse logistics of expired health commodities for safe disposal/destruction in line with national guidelines.
- Provide hands-on training and mentoring support to the PSM, technical and program staff of FHI 360 and NASCP where capacity gaps are identified in supply chain management.
- Disseminate dashboards consisting of validated information, to generate dialogue, promote evidence-based decision-making, address corrective actions and foster performance improvement in PSM.
- Work across units to identify relevant stakeholders to participate in problem-solving meetings and create improvement or mitigation plans, ensuring that identified issues or improvement opportunities do not evolve into permanent problems.

- Excellent written and verbal communication skills in English for coordinating across teams.
Qualifications and Requirements
- Degree in Pharmacy, BSc in Procurement, Supply Chain Management, Business Administration and other related fields with 9 to 11 years progressively relevant experience with 3-4 years responsible experience in the delivery and management of procurement and supply chain services, logistics management
- MSc in Procurement, Supply Chain Management, Business Administration, and other related fields with 7 to 9 years of progressively relevant experience with 3-4 years of responsible experience in the delivery and management of procurement and supply chain services, logistics management
- Familiarity with Global Fund programs and policies or experience in HIV/AIDS and health programs.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
- Ability to work both independently and as part of a team.
- Demonstrated integrity, independent thinking, judgment, and respect for others.
